is there a such of thing as fuel filter insulation? i know i can cut and make my own, but i was curious if this product even exists

Have never heard of one, but why do you need one its not that cold often in TX 
just use a dose of anti gel in the tank and no more worries about gelled fuel...

Add on Cat filter solution has one here, though just looks like a basic piece of foam to me. Could probably make similar one yourself.
