Can't tune a 94, I wouldn't bother honestly. If you like the sound it has now, enjoy it for what it is

I just did a ton of work to a 96 5.9. I started with a 2 1/2 inch gibson stainless cat back and flowmaster stainless cat. That made a noticeable difference. A few weeks later I did the gibson stainless headers which made no appreciable difference.

I have a 94 5.2 with pacesetter long tubes and y pipe going into a single 3" Super 40 with a turndown. As for performance it looses some low end but the butt dyno says it gained a lot in mid and top end. I also had 4.10 gears installed when my rear end was rebuilt so the loss in low end torque isn't an issue anymore. I can tell you it runs great and sounds amazing. Nothing sounds quite like a V8 with full length headers. Shorty's are better than stock, but won't sound any different really and won't gain as much in terms of power. As for tuning the only options are a 96+ harness swap or custom engine management (holley, haltech, link, et.) but without cam or heads you won't have to worry about how it runs or a loss of power; you just may not gain much.
