One of my centric rings it’s damage torn / ripped not in properly Can that cause some vibration if one of the rings are bad. Particularly the left driver side front it’s bad not in flush and even could this be what is giving me slight vibration in the front

Yes, absolutely. If the hub centric rings does not sit flush it will cause the wheel/tire assembly to vibrate/shake while driving. Get that fixed before anything else goes wrong.
