Ignition Switch Issue?

I have a 2005 Dodge 3500 with the Cummins engine. When I shut the truck off the A/C and, I am assuming, other electronics and other stuff does not shut off. If I don't rock the key back and forth, everything remains on. This has deadened the batteries twice.

I can pull the key out, but the stuff stays on. If the A/C isn't on (my radio doesn't work-needs a new amplifier) I don't know if I have successfully turned off my truck. Annoying to say the least.

Do I need to replace the ignition switch and the ignition lock cylinder? Both? Or only one? Which one? Or something else? Can I replace the lock cylinder or does the dealer need to reprogram the cylinder with the old key's information for the anti-theft stuff? Is there a way for me to reprogram the new lock cylinder key?
