so I was reading over the rcx 6 inch lift instructions I printed just to see whats involved.

they want you to cut what appears to be part of the frame?

I was wondering if this is normal with a lift kit.

what if I wanted to go back stock in the future. is it possible?

Dropping the front differential is necessary for any real lift (not level). And cutting the crossmember to relocate it lower is what allows the diff to be dropped. The truck could be returned to stock afterward by welding the crossmember back together at the cut lines or purchasing a new crossmember altogether.

You could get another crossmember. Cut that one, keep the original. It's bolted on btw.

Perfect response here
Welding is doable. Seen it done many times. Just make sure to keep it. The cut off piece that is.
