Long crank time

I have a 99 ram and a 96 dakota both have the 5.2l and both have the long crank time i have replaced the plenum gasket on the dakota along with crank and cam sensors and fuel pump when i go to crank it it takes way too long but runs fine when actually started and in cold weather after sitting all night will crank up perfect but after drive it and warm up then shut it off and sit for bout 15 mins it has long crank time and the ram i havent had very long but motor has been replaced in it looks like new tps and iac but it also has a whistling noise from engine i have checked the air box gasket and its gone so will have to get one but read that can take it off and run truck to see if it still whistles and it does normally after i get it started it will take bout twenty seconds then whistle as i accelerate it does lessen have i tried all i kno to find a vacuum leak i even smoked tested it and found nothing please any help would be greatly appreciated
