OK, I tried it again today. I put it in Tow/Haul and it was in 7th gear. I accelerated up to 65 and it jumped up to 8th, so it will go into 8th in T/H mode. Again, no trailer.

I thought I had checked this in the past, not 100% certain, but I thought 8th was available below 65mph. FWIW, 2014 1500 Laramie.
I have an errand to run tonight, 8:30 - 9:00, no highway and
all flat roads. I'll see how T/H mode compares and post later tonight.

EDIT: I just realized this is the 5th Gen forum and my truck is 4th Gen. I still check and post back but might be apples/oranges.

Never had mine go into 8th until I start getting close to 65.

Well, it holds gear longer in T/H. I called it "Sport" mode. Your closer to the power when you want it.

Well I'm back from my little errand, kind of a bust. I never got above 46 mph. In TH mode it was 6th gear, I turned TH off and it popped up into 7th.
Never saw 8th under any circumstances, I guess I just wasn't going fast enough. All residential or secondary roads.
