Looking at buying a 18 RAM 2500 diesel and have a question. Should I question why in the pic the piece in on the right in the pic (left of the engine) in from of the master cylinder is rusted after only 1 year?

Probably bare metal, take a rag with some oil on it and wipe it down, that will prevent future rusting.

Not much else you can do besides removing it and cleaning it up then paint it with high temp paint.

It doesn't look like anything else is damaged so I don't think it was a flood truck....

It is not uncommon for our trucks to come out of the factory with mild surface rust. In some cases parts are stored outside before they go into assembly. Depending on when a part is made, how long it sits in storage and the weather in that part of the country. Mild surface rust is common. I have had 6 Rams. My 07 mega Cab came in with a rusted differential and drive shaft. Cleaned them up easily and painted them. yep OC couldn't stand rust on a new truck.
