No start

Anyone know what that stuff is, looks like it leaked from the wiring. But it was hard when i touched it. And my truck hasn’t been starting. Even after I replaced the starter.
I get a clicking sound in the cluster when turning key. Starter doesn’t turn.

Is that your solenoid? Knock that stuff off whatever it is. Could be shorting out your terminals.
