Electric , and no the front drive shaft will not spin in 2wd with all 4 tires on the ground

After doing some searching on Google, a front driveshaft may or may not spin depending on year and make of transfer case. On my last truck, a GMC, the front shaft did not spin while driving, it had a similar setup with the front axle disconnect. From what I can gather (pretty new to Mopar) there are years where the shaft spins and years where it doesn't. I have a manual t-case on my 2012 PW, I will check when I am off work if I can spin the shaft in 2hi with all 4 tires on the ground.

I noticed someone mentioned locking the hubs when the factory set up won't let you. There is a post one here somewhere. Can't remember where but a guy wired in a factory switch panel (replaced the RAM black out under the heat/ac) he was able to wire it up so he could lock his hubs whenever he wants in any 4lo 4hi. Might be worth checking out. Sorry i don't know where to find it. I read it awhile ago. Might search factory switch plate

So I took a look at my truck yesterday, my front drive shaft does not spin when in 2hi and all four wheels on the ground. However, I also noticed that my truck does not have the half shaft disconnect on the front axle, so I believe it is not spinning because it is tied to the front wheels still. Also don't have any sort of electric or manual hub. So I am thinking that on my truck the front drive shaft is disconnected in the t-case (manual t-case). Also thinking that the half shaft disconnect is not needed because of this.

Well since you have a 2500 I wouldn't expect it to. To my knowledge the HD trucks haven't had locking hubs since the second gens were released. They are simply fixed, all the way through current as you discerned.

Although there are aftermarket hub assemblies that allow you to lock, and unlock they do not come stock, but it wouldn't have surprised me if yours had since you have a PW.
