What is a axle actuator??
I believe it comes from the transfer case and engages the 4wd. That's what it looks like to me as well.
Looks like the same actuator that was on my last three Jeeps. It is operated in synch with the transfer case. When you shift into 4wd, it connects the front axle shafts together. It is the modern day equivalent of locking hubs. It does not lock the front end, the differential is still open.
It's main purpose is to improve mileage and reduce wear by not spinning the front axles and driveshaft when the transfer case is in 2wd.
The front drive shaft spins all the time, and is always engaged at the t-case.
I believe that disconnecting of the half shafts (using aforementioned module and and guessing some sort of spline system) prevents the drive shaft from spinning, basically making the spider gears do all the work. The ring gear/diff case are not spinning, just the gears inside. All this replaces manual locking hubs.
Could be tested by jacking the front end and spinning one wheel. The other wheel and the driveshaft should not move when in 2hi.
I could be wrong but I'm 99% sure it's always engaged and the front shaft it always turning.

Front wheels spin independently when in 2wd, but if you jack up the rear and spin a tire the front driveshaft spins as well
Interesting. Do you have an electric t-case or manual? Can you spin your front drive shaft with all 4 tires on the ground?
