2013 was the first year for the shutters
Only the 8 speed trucks have shutters,the 6 speed could be had up till 2019 in the trucks,and they never had shutters,
The OP has a 4.7,they never had the 8 speed or shutters,also the majority of 8 speed Warlocks don't have shutters

If all else fails, take it to a shop and have the engine back flushed. My guess is the wrong coolant, but if you still have the problem after switching to MOPAR coolant, it sounds like it needs to be done. Make sure it's a back flush, not just a flush.

The trans temp is fine. It has been to two mechanics. Can drive/idle for weeks and be fine, if it shifts into passing gear- it starts to heat up and cant cool itself down. When cool, it is fine again.

Radiator tested good for coolant flow, but are you sure on air flow? Smashed fins, packed with dirt/bugs? God knows mine has seen better days.

I saw a heat gun was suggested, that could be quite helpful to determine what thermal transfers are/aren't happening.
