Rear bumper

I bought a 99 ram 1500 from a friend and the truck had no rear bumper. I bought one on eBay pretty cheap. Even came with brackets. But of course no bolts. I had no problem getting carriage bolts for attaching bumper to brackets. But using just regular bolts for the frame makes the bumper move up and down a little bit. Is there a specific bolt type to use for the frame end? I’m not a mechanic type of guy and can’t find anything online or in service manual. Any help would be appreciated!

I did a search on "bolts for 1999 Ram 1500 rear bumper" and came back with 18mm. But Ebay has them listed as part number
Genuine Mopar Bumper Assembly Bolt 6504122.
