Is there a way to activate a Force Regen Mode without OBD tool?

No, with the Cummins you would need to use AlfaOBD to do a Stationary Regen.
If you put the truck under enough load you can get the exhaust temperatures hot enough for the truck to passively regen.

Are you a owner of dodge and have you used alfa OBD

Also, they do an automatic active regen every @25 engine hours, even if there is no restriction.
