On my 05 Ram is there anyway to just buy the blank's have them cut to match the mechanical portion and program them myself to save some cost rather than spend $300+ at a dealer?

My last vehicle (04 neon srt4) had the skim key system as well. When i had to lose a key to get remote start, it bothered me that i no longer had a spare. ilco, who makes replacement non-chipped car keys also has a pretty cool design for chipped keys. It had only cost me $90 and it worked like a charm. Its a 2 part key, first they make a copy of the actual key then they stick the original key in a module that copies the skim code to the new transponder. The new transponder and new key snap together and you have a new spare key. You dont have to do a key re learn either with the pcm since the new key is an identical code copy of the key you have them copy.

You buy the gray thick sentry key that has an S usually on the stem. Then get. It cut and you program it yourself but only if you have two to start. If you are down to one then you will have to try other solutions. On my 05 Durango I made a spare so I would not have to carry the a key with the fob built in and remote start. It was great.
