Superchips 3715

I got a 3715 micro tuner off of ebay for really cheap. Guy wasnt sure if it was VIN locked or not. Well I plugged it in and unfortuantely its locked I called superchips but they said they wont unlock it... why not?

I thought they could if you sent it to them. but it did cost to do that
