My guess is it's a trim level decision, and that lower levels may not have it. No digs, just economics. Regardless if we find the look desirable or valuable, it costs Dodge more money to buy the material and install them than to leave them off.
What I find funny is I have a '14 Sport which skips the chrome and gives me painted front and rear bumpers (more $$) for a nice monochromatic look, but then has the black vinyl which kills what they just worked to accomplish on the bumpers. LOL
As someone else noted, I have dark tinted windows all the way around and it doesn't personally bother me as it all blends together. But I can see how others may not like it that run lighter tint or no tint at all. Of course, I find it sacrilegious to have a vehicle without limo tint so my opinion may be a bit tainted.
