I have a 2000 Dodge Ram 1500 with a 5.9 engine.The voltage regulator in the pcm is not working correctly. Is it possible to bypass the pcm and use an external voltage regulator?

I didn’t know 2000 had that
Yes there are kits from alternator rebuilders

Chrysler integrated the Voltage Regulator into the Alternator a while back, it is regulated by the PCM

Many owners have gone back to the old way of Mounting a Voltage Regulator back onto firewall or other location
