Rolling around under the truck just now and I saw this hose hanging down from behind the engine. What is it? It doesn't look familiar and I can't tell where it is coming from exactly.

Looks like a front tiff or trans breather

Is it the vent for the transmission or something?

I doubt it's the tranny breather, since 2017 introduced the ZF sealed-forever-sucka 8-spd (and no dipstick, natch.)

...and if so, would that serve as an impromptu fill-tube?

Even the ZF 8 speed still has a transmission breather. If you completely sealed the transmission it would blow out the seals when it heats up.
Ram has been using the 8 speed since 2013
That tube is most likely for the transmission, the transfer case is right on top it. The front differential tube is lower.
