R&R'ing the upper cowl plastic to get to the nuts is probably the majority of that time.I called my local dealership and scheduled an appointment for a Thursday. They said it'll take about 45 minutes so I'm thinking it's more than tightening a couple of nuts. They had to make sure that they had parts.
So it’s not just removing that cap in pic and then re-torquing wiper nut? I know on my wife’s Durango it’s that simple but I’m new to RAM.

More likely just to check if not is crossthreded and or actually seated and torqued properly. When I worked in that area the federal electric gun would register good even if cross threaded. So if a new operator or tpt didn't start nut by hand it is so easy to not secure wiper arm and pass.
