    Emissions test requirement in Illinois for diesel?

    I live in Suburban Chicago (Crook County) and I found a 2014 Ram 1500 with the 3.0 diesel engine. The DEF system was removed. Is there an emissions test requirement for diesel vehicles? I ran a check with my OBD scanner (BlueDriver) and no fault codes popped up.

    Seeking wisdom. I heard someone say that the stopcock on the fuel filter should be opened once per month to drain any water from the fuel water separator. Any truth to this? If so, should it be done at front AND rear? One or the other? Thanks!
