2003 dodge ram 1500 hemi. sitting for a bit, battery disconnected, once reconnected vats got triggered blinking red light on dash, fixed by adjusting negative battery cable.
Once fixed everytime i turn on the truck or go to crank im hearing this clicking noise like 3 or 4 clicks. Its not the relays turning on its coming from the bulk head connecter on the firewall right next to the battery. (Image attached)

I was also testing for 12v while cranking and using my multimeter to check the starter solenoid connector (image attached) and was not getting 12v to it.
While checking things i tried reconnecting my apps because it was disconnected
and i guess my hand was pushing on the fusebox and the lights blinked and triggered vats again.
No clue whats happening everything else works, no codes just not getting 12v from solenoid connector and this weird clicking from the bulkhead, help needed muched appreciated.
Notes: currently swapping in a replacement engine from same year, no engine currently in.
