2014 laramie tube step location question

A close friend just bought a 2014 laramie, and at the bottom of the body panels there are some holes, are those for tube step location? Or maybe a rocker panel? On my 2010 it attaches in a much stronger place on the backside, just curious of the location of nerf bars on the 14 if ya'll know, thanks...B

the group of 3's are for the OEM tubes. I dont know what the rest are for
