I went to the local offroad shop to see about rims and I want 17's and 35s so i figured a 17x9 with a -12 offset and 4.5 bs. the guy behind the counter told me that wouldnt work? I figured it would since it would be sticking out. my truck has blisteins on max and a 1.25 bl and the wheels i have narrowed it down to are 17x9 -12mm 4.25 bs and 17x9 0mm and a 4.5 bs. which would one would give me the best clearance or would both clear the UCA? sorry i know this has been beaten into the ground but that guy threw me a curveball.

that guy doesn't know what he is talking about. Those 17x9"s with -12" backspacing will work no problem.

small correction to avoid confusion : -12 offset not -12 backspacing .
-12 offset with 9" rims will always have a 4.5" backspacing.

And yes they will fit
