I am dealing with a similar noise. Could you describe the sound differently?
I describe it as a growling sound , a gargling sound , a brief humming groaning sound.
It usually lasts about 2 seconds but sometimes at 35 mph it last 4 seconds.
I could find no correlation to the ECO light.
Also, it seems to me that the sound is NOT in front of me. Meaning I don't think its the engine.
It seems to be more underneath me and the bed.
I'm thinking back pressure or catalytic converter or muffler.
I have check for loose brackets. I found nothing.

Let me know if this sounds like the same thing that you are experiencing.

I have had U joints on the drive shaft make strange noise when going out at times.
Can be hard to tell with out undoing them , easy to tell if they have blown up
Full of rust , they will be tight/ seized

Yes, I feel like we are both experiencing the same exact thing. I also agree that the sound is more so coming from underneath the truck. But I feel like the fluttering is happening from the engine. That's the main issue that I can't seem to figure out, and the noise that follows could be related.

That could be a possibility, but I have zero rust underneath. I was told from a Mopar mastertech that all my control arm bushings are worn and starting to crack. Not sure if that could be causing noises ??

not really rust under the truck, but no grease in the needle bearings in the u joint and the bearing is rust seized is what I meant.
