Head light adjustment

I have a 2010 Ram 1500 Sport. I bought some after market headlights because the ones it had on it when I got the truck were cracked and weather checked. Anyway, I went to adjust the headlights after installing the new ones and they are angled WAY too low, even with the adjustment screw turned all the way up. To give a better perspective, the top of the light beam only reaches about halfway across a standard 4 way intersection. And that's with them adjusted as far up as they go (maybe 30 feet?). So my question is; Is that the farthest they will go and thats that, or is there another way to get some more upward adjustment? I also bought brand new sylvania silver star ultra low beams so I know it's not old and dim bulbs. Any help would be appreciated, thanks! (The old headlights were not any better)
