Random drop in power

99 ram 1500 with the 5.2l sometimes I will be driving along in 5th and just crusin going up and down small hills and sometimes i cant make it up the kills in 2nd or 3rd gear. I will stop and pull over and the truck sounds like a cammed drag car with i high lope but its idling at about 400 rpm and other times it will idle really high about 900 to 1000. I know its not an air leak. It is burning a lot of oil lately and not sure why. I need help this is the only vehicle i have.

already had the fix done to it about 40000 miles ago

If it's burning oil, it's more than likely a blown plenum. Did you have the gasket replaced or what exactly was done?
