I would personally use a Miller Maxstar 150 (TIG), it's a little crackerbox, I own one and weld in the living room of my apartment. My neighbors love me. The manual will tell it can only weld up to 3/16, but if you know what your doing and a little practice you can weld 1/4-5/16, it runs on 115 or 230 @ 150amps. If your going after cost and don't want to spend $1500 on a brand name, I'd go with the Thermal Arc 95S, it only gives you a 95 amp output but will handle any bodywork you can throw at it and for under $500 you can't beat it.
