Well it looks like it has a tube running to the gas tank. Im not trying to get covered in gas. So no, i have not opened them

Part of the EVAP system. If your CEL comes on and gives a code for "gas cap" problems, this is the likely suspect. I had to replace the one on my '99 and both of my '01s that I've had.

Bulrid hit it on the head. Those are charcoal canisters that absorb fumes that come off the gasoline in the tank when its sitting. When the engine starts up and the PCM determines that its running at some factory programmed specification, it triggers and cycles a solenoid in the inner passenger fender that quickly opens and closes the canisters to intake vacuum. This sucks air through the gas tank and canisters to 'pull' absorbed vapors from the charcoal as well as prevent any from escaping the gas tank.

^^weighs maybe 3lbs, minimal benefits with zero downsides and is kind of a pain in the ass to delete. Some guys wanna remove em and hate em... don't listen to those guys. That's one of the first signs they're an idiot. Unless you absolutely need that space in the engine bay for an extra battery for subwoofer competitions or an intercooler for a boost build, just leave it

I just moved the evap solenoid underneath the PCM and got rid of the leak detection pump (it had codes for a leak anyway) so I could put an air compressor and train horn under the hood in that spot.

Keep the evap solenoid though, it doesn't really affect gas mileage, but the PCM is factoring that into its fuel/air calculations, if you remove it, the PCM will get mad. Also, if you keep it, you can burn that $1 of gas that evaporates into those canisters over the course of using the 26 gallons in the tank.
