2019 RAM 1500 5.7 Etorque. Does anyone know what this could be? It is not a "physical braking" noise like (grinding, squeeling, etc) but more of a high pitch whistling/feedback type noise when going over 40mph and/or coming down a steep decline/slowing down. I would compare it to a high pitch noise that a radio might make when having interference, but it is initiated by braking.

Possibly the eTorque system reactive braking the engine which it uses to charge the battery.

This is interesting. I just had my eTorque replaced, but it was doing it prior to that as well.

Think U on to something there. But I have never driven a vehicle with reactive battery charging nor an E-Torque either, just straight VVT here (no E crapola).
