How do you add/activate the switch blanks in the switch panel?

For example, there are four blanks in this panel. Can they be used?

There is a company called 4th gen Ram Electronics that sells these pre populated.

I had it in my 17 and swapped it to my 19 classic soon after purchasing the truck

Unfortunately, 4th Gen Electronics has a note on their web site about suspending availability of items due to supply issues. It's been there for a few weeks. I tried to contact them but no reply. I hope they return soon!
