I think there is some inaccurate terminology being thrown around here. At least different from my understanding when I researched this extensively before buying tires a couple years ago. "All-season" (ironically) are really not meant to shine during winter. Yes, they do okay, especially with 4WD. "4-Season" have a snowflake rating and are more geared towards being a decent snow tire and year-round tire.
I've had decent luck with all-seasons in the snow but really like the new offerings with the 4-season. Specifically, the snowflake rating that makes me compliant over mountain passes. I don't need some insurance company lawyer crawling up my butt because I didn't have a mountain logo on my tires. Do I really notice a difference? Not that I can tell but it's really hard to compare two tires under different conditions, years apart... unless one were to buy tires at the base of a mountain and drive up/down a few hours apart which I'm guessing none of us have.
Anyway, from my research I think the Falkens, Toyos and Coopers all are great and I considered all of them. I ended up with the Coopers, mainly due to the slightly lighter weight and really not needing an aggressive off-road tire but more of an all-around tire that was good in snow/ice and for general on-road usage.
