I just want to know if it's normal for our truck to never get a hard brake pedal when you pump the brake (engine on)? Is this because of the ABS?

Yea, I don't know if it is normal but mine does the same. If the truck is off it stiffens up if running the pedal will hit the floor every time. I noticed this when I rerouted my brake lines when I put my headers on.

EDIT: My brakes work great after rerouting and bleeding.

That’s pretty normal of any vehicle with a properly function brake system and the engine running. When the engine is running the booster has a constant vacuum supply. If you pump the pedal with the engine off the pedal will go hard since the vacuum supply in the booster is depleted.
