Oh! I found the rest of the chewed up cam lobe and lifter at the bottom of the oil pan!

I do see the two ground cable bolts that had the cable linking the two heads.
Anytime it's a flat braided cable like that, it's usually a system "bonding cable" that usually carries little to no current. Exceptions being, the heavy duty braided flat cable they put between the battery / engine / body. The job of the bonding cable is even more important these days, with the use of aluminum and cast iron / steel together. It helps limit electrolysis when everything is mechanically bonded.

It really doesn't matter where the other end goes, as long as it's a good ground, like the engine or body sheetmetal..
