Valve issue

I have a 2014 Ram 5.7 hemi, I just installed new lifters and cam got heads back on and rockers assy. installed. I rolled the motor by hand, and I have one valve staying open (intake #3cyl). Any ideas what could cause this? I soaked the lifters in oil overnight before install could it be hydraulicly locked?

Maybe a bent valve , you may get more responses if you ask in the correct year section.
