Check engine light gives the code for the Grill Shutter. Dealership says it's the active air dam. The part is on backorder. I was told it is VIN specific so I cant just go get one from a junk yard.

What does VIN specific part mean anyway?

Who told you it's VIN specific? I have doubts that this is true. Regardless, you can remove the active air dam without getting a code. You might need to clear the codes after removing it. I removed them from the 2020 Laramie I owned, and the wife's 2020 Limited in late spring of 2020. No codes have been seen on either truck for the active air dam or the active grille shutters. This could either get you through until they are available, or just keep it off.
